This executive order mandates the rapid advancement of United States capabilities in the exploration, characterization, collection, and processing of critical deep seabed minerals.

US President Donald Trump signed an executive order aimed at accelerating the exploration and development of seabed mineral resources. The order calls for the US government to rapidly improve its capabilities in deep-sea critical mineral exploration, assessment, collection, and processing to strengthen domestic supply chains and reduce reliance on foreign resources. Its strategic goals encompass not only US-controlled waters but also international waters, aiming to make the US a global leader in seabed mineral resource development. The order also emphasizes strengthening cooperation with businesses and allies to counter China's growing influence in this area.

The executive order clearly states that the US faces severe challenges in ensuring a secure supply of critical mineral resources, and that vast offshore areas contain mineral resources crucial to the nation's economy, energy security, and strategic autonomy. The order mandates that the Secretary of Commerce optimize the exploration and mining permit approval process under the framework of the Deep Seabed Hard Mineral Resources Act within 60 days. In addition, multiple government departments will work together to advance related efforts, including assessing the feasibility of private sector participation in outer continental shelf development, developing priority area seabed mapping plans, cooperating with allies on international seabed exploration, and researching international seabed resource benefit-sharing mechanisms.

It is worth noting that while proponents of deep-sea mining believe this will help alleviate environmental pressures from land-based mining, environmental organizations have strongly questioned this, warning that seabed industrial development could lead to irreversible ecological damage. This policy continues the Trump administration's prioritization of resource development over environmental protection, as previously demonstrated by its policies promoting increased coal production, which showed disregard for international emission reduction commitments.
