India implements temporary steel import tariffs to protect domestic manufacturers

According to Reuters, India has temporarily imposed a 12% safeguard duty on some imported steel products to curb the influx of cheap steel, mainly from China. The Ministry of Finance announced that the duty came into effect on Monday, will last 200 days, and may be revoked, amended, or extended.

This safeguard measure is based on an investigation launched last December, reflecting long-standing tensions surrounding steel imports. The duty primarily targets China, which was India's second-largest steel exporter in fiscal year 2024/25 (FY24/25), after South Korea.

Indian Steel Minister HD Kumaraswamy stated, "This move will provide crucial support to domestic producers, especially small and medium-sized enterprises, helping them cope with the immense pressure from increased imports. The safeguard duty will help restore market stability and boost confidence in the domestic industry." He also stressed the importance of protecting local manufacturers and ensuring fair competition.

An executive at a leading steel plant noted, "This decision was expected, and we will wait and see how this measure supports industry growth and profitability, and limits the inflow of cheap imports into India." According to provisional government data, India has been a net importer of finished steel for two consecutive years, with imports reaching 9.5 million tons in 2024/25, the highest in nine years.

Top Indian steel manufacturers, including JSW Steel, Tata Steel, Steel Authority of India, and ArcelorMittal Nippon Steel India, have expressed concerns about the impact of imports and advocated for protective measures.

The imposition of this tariff marks India's first significant trade policy shift since the United States announced a 10% tariff on all countries starting April 5, 2025.
