Kodal Minerals faces regulatory hurdles in Mali, halting lithium concentrate exports

The company has signed a long-term agreement with Hainan Mining Company of China to sell its entire output to Hainan Mining Company of China.

Bernard Aylward, CEO of UK mining company Kodal Minerals, told Reuters that regulatory challenges have prevented the company from exporting more than 20,000 tonnes of lithium concentrate from its Bougouni lithium project in southern Mali. This comes amid a global decline in lithium production, with global output expected to fall by around 228,000 tonnes this year, partly due to a slump in metal prices. The delay is due to Malian officials reviewing the pricing mechanism to ensure that the company's Bougouni project's spodumene concentrate is sold at current market prices.

In February 2025, Kodal Minerals produced its first batch of lithium spodumene concentrate at its Bougouni project. The company has a long-term agreement with China's Hainan Mining Company to sell its entire output to them. Aylward said: "We spend money producing what we want to sell... our buyers really want to buy, but we can't export." A representative from Mali's Ministry of Mines and Trade did not respond to Reuters' request for comment. Aylward revealed that the company has been in negotiations for final approval since last year and is now close to completing the export license, hoping to ship the first batch in mid-June.

Mali, traditionally known for gold production, is now focusing on developing its abundant lithium reserves. The country's military government is tightening its control over the mining industry to increase revenue, including arresting foreign executives and seizing gold stocks during negotiations with multinational gold mining companies. Aylward added: "Export licenses for other companies in Mali have also been delayed. This situation is not limited to the Kodal team."
