1. Equipment Usage (1) Designated Personnel and Equipment, Operation with Credentials All operators of major production equipment must operate with credentials. Those without operating permits are strictly prohibited from using the equipment. ① Before operating equipment independently, the factory must provide operators with training and examination on equipment structure, performance, technical specifications, maintenance knowledge, safe operating procedures, and practical skills. Operating permits will be issued after review and approval by the Equipment and Tools Department, Education Department, and Labor and Wages Department. ② Operators of key equipment, imported equipment, and sophisticated, large, rare, or critical equipment will, after training, also need to pass an examination conducted jointly by the Equipment and Tools Department and relevant departments before receiving an operating permit.

1. Equipment Use
 
(1) Designated Personnel and Equipment, Operation Based on Credentials
 
All operators of major production equipment must operate based on credentials. Unauthorized use is strictly prohibited without the proper credentials.
 
①Before independently operating equipment, the factory must provide training and examination on equipment structure, performance, technical specifications, maintenance knowledge, safe operating procedures, and practical skills. Operating permits will be issued after review and approval by the Equipment and Tools Department, Education Department, and Labor and Wages Department.
②Operators of key equipment, imported equipment, and precise, large, rare, or critical equipment must pass an examination conducted by the Equipment and Tools Department in conjunction with relevant departments after training, before being issued an operating permit.
③Personnel who have demonstrated the ability to operate multiple pieces of equipment of the same type, after passing the examination, may be allowed to operate 2-3 pieces of equipment. For equipment operated by multiple people, a team leader must be responsible for each machine.
④Personnel temporarily operating equipment must receive training and obtain approval from the supervisor and mechanical engineer before temporary use.
⑤Operating permits must be returned and cancelled by the Equipment and Tools Department for personnel transferred out of the factory or whose job roles no longer involve the use of the original equipment.
 
(2) Multiple Disciplines for Operators to Use and Manage Equipment Properly
 
In mechanical industry system enterprises, the "five disciplines" for operators to properly use and manage equipment are:
 
①Operate equipment with the operating permit and abide by the safe operating procedures;
②Regularly maintain the cleanliness of the equipment and refuel according to regulations;
③Observe shift handover procedures;
④Manage tools and accessories properly and prevent loss;
⑤Stop the machine immediately upon discovering a malfunction and inspect it. If the problem cannot be handled independently, notify the maintenance department.
 
(3) Establishment and Improvement of the Post Responsibility System for Operators
 
According to the requirements of the post responsibility system, a one-person-one-machine system should be established for equipment operated individually or by a single shift. For three-shift operations and equipment operated by several people, a team leader responsibility system should be established. Within the team, operating positions and responsibilities should be further divided, ensuring that each machine has a dedicated manager and each person has a specific responsibility.
 
(4) Establish and Improve the Package System
 
Appropriate methods can be adopted according to the different process characteristics and production conditions of the equipment.
 
(5) Carry out "Red Flag Equipment" and "Reliable Equipment" Competition Activities
 
The essence of equipment competition is human competition, mainly focusing on employees' mental outlook and work attitude, operation and maintenance technology, and mutual cooperation. Through the competition, "Red Flag Equipment" is selected, and on this basis, "Reliable Equipment" is further selected. Appropriate spiritual and material rewards should be given to the operators and maintenance personnel of "Red Flag Equipment" and "Reliable Equipment" to ensure the long-term success of the competition activities.
 
The standard for "Red Flag Equipment" is generally defined as:
 
①Good task completion, good attendance, good equipment performance, and complete parts;
②Equipment use meets the specified requirements;
③Maintain the cleanliness, lubrication, tightening, adjustment, and anti-corrosion of the equipment;
④Complete and accurate equipment usage records.
The standard for "Reliable Equipment" is even higher than that of "Red Flag Equipment".
 
(6) Equipment Personnel in the Team
 
This refers to the equipment personnel elected from the employees in the grassroots production team to assist the team leader and the workshop equipment personnel in managing all the equipment in the team. In larger teams, several people can be elected to form an equipment management team.
 
(7) Cultivating and Establishing Advanced Positions or Teams
In the equipment management of the production site, cultivating and establishing advanced positions and teams plays an immeasurable role in mobilizing the majority of employees to manage and use equipment properly.
