This collaboration aims to promote the development of the rare earth industry in Malaysia, with a focus on Kelantan.
Lynas Rare Earths has signed a memorandum of understanding (MOU) with the Menteri Besar (MB), the investment arm of the Kelantan state government in Malaysia, to supply mixed rare earth carbonate. This non-binding agreement lays the groundwork for further negotiations and is crucial for the development of Kelantan's rare earth industry. This collaboration aims to boost Malaysia's rare earth sector, focusing on Kelantan. The MOU outlines both parties' commitment to establishing a definitive supply agreement for mixed rare earth carbonate feedstock, which will be delivered to Lynas' advanced materials plant in Kuantan once the project enters the production phase.
Amanda Lacaze, CEO and Managing Director of Lynas Rare Earths, stated: "Lynas is pleased to sign this MOU with the Minister of Mining of the Kelantan state government. This is a significant step for both Lynas and the Malaysian rare earth industry, combining Lynas Malaysia's more than a decade of experience in the rare earth sector with Kelantan's rare earth resources." Through Lynas, Malaysia is recognized as a center of excellence for rare earths. This MOU will allow us to collaborate with MB Inc. to develop locally sourced and separated rare earth products in Malaysia. "Malaysia's ion-adsorption clay deposits hold significant potential as future feedstock for Lynas Malaysia, particularly given their high proportion of heavy rare earth elements, which are needed for future-facing technologies, including electric vehicles and electronics."
Lynas Rare Earths has also commenced production of dysprosium oxide at its Malaysian plant. This milestone marks Lynas as the first company outside of China to commercially produce heavy rare earth products at scale. The company's new heavy rare earth separation loop in Malaysia successfully commenced operations in the March quarter. According to Lynas' March 2025 quarterly report, dysprosium production began in May, with terbium production expected to start in June.
